Disinfectant Products

In Italy, disinfectants and substances made available on the market, such as germicide or bactericide, insecticides, rat poisons, rodent poisons for home and civilian use and insect repellents are regulated by Presidential Decree no. 392/1998 and the Order dated 5 February 1999. Lastly, they are defined as Presidio Medico Chirurgico (PMC).

Specifically, PMCs are products or devices containing one or more disinfectant, germicide, bactericide, fungicide, insecticide, and rat poison substances to be used against the corresponding harmful organisms. The scope of application of these products ranges from the professional sector (medicine, livestock, industry, crafts, commerce, etc.) to the private sector (home and civilian use).

This specific national legislation is being gradually replaced by the Biocidal Products Regulation (BPR): in fact, pending the complete revision of all active substances, the Member States (including Italy) continue to apply their own national legislation. In order to be able to place PMCs on the market, companies must request authorisation for the specific product from the Ministry of Health, which will then assess the validity of the documentation submitted by the applicants. Once authorised, the product labels must include the wording: "Pesticide" and the Registration number assigned by the Ministry of Health.
