PIC (Prior Informed Consent)

Reg. (EU) 649/2012 (PIC) constitutes the implementation of the Rotterdam Convention within EU legislation. This international treaty (adopted on 10 September 1998) - which more than 150 nations around the world have signed (including the European Union) - sets the goal of regulating the import/export of highly dangerous pesticide formulations and chemicals for industrial use that are prohibited or subject to strict restrictions. A key element of this legislation is the so-called "PIC Procedure" (Prior Informed Consent), which establishes that the products covered by the Convention may only be supplied with the prior consent of the importing country.

Reg. (EU) 649/2012 (PIC) applies across the EU in a more restrictive way than required by the Convention: there are in fact more numerous substances involved and more extensive related obligations.

Every European trader wishing to export chemical substances regulated by Reg. (EU) 649/2012 (PIC) must therefore verify the obligations applicable thereto and carry out specific procedures (e.g.: export notification, PIC procedure, etc.) in order to obtain the "go-ahead" for export from the respective Authorities of the Countries involved.
