Precursor of Narcotic or Psychotropic Substances

The term “precursors of narcotic or psychotropic substances" refers to certain chemicals, which are normally used in a number of industrial and pharmaceutical processes in an entirely legal manner, but which can also play an important role in the illegal production and preparation of drugs of abuse.

The regulation divides precursors, currently controlled, into four categories and sets different obligations according to the category.

All companies involved in the production, processing, marketing or distribution of classified substances are subject to certain obligations, which entail a series of registrations, licences or authorisations required for import and export of the products involved.

The regulations also entail an obligatory annual report to the Ministry of Health for the transactions involving certain categories.
